As it is turning into tradition for the European Union, on February 4th a "specific" European Council is held, dedicated to the Union's energy policy. In the autumn of 2010 European Council President Herman van Rompuy gathered together the leaders of the member states for a special Council, dedicated on foreign policy. But just like then, this time too it is expected the main issue to be replaced by the more urgent one - the economic governance of the euro area.
