Ralitsa Kovacheva
The European Parliament is discussing the introduction of a Financial Transaction Tax#FTT in the #EU. #EP rapporteur Anni Podimata said it was happy coincidence that the discussion coincided with the informal European Council on growth. She urged her colleagues to support the proposal because it was high time the financial sector to serve the real economy.

Ralitsa Kovacheva Margrethe #Vestager (Danish #EU presidencyl) recalled that there was no agreement on the #FTT in the Council. It is needed to study issues like risk of reallocation and tax avoidance, as well as possible exemptions for instance for pension funds, she said. Not all member states are ready to support the proposal, but it requires unanimity, Ms Vestager reminded.
23 May 2012 09:17
Ralitsa Kovacheva #EPP MEP Sirpa Pietikainen said that the #FTT enjoyed broad support not only in the #EP but also among the citizens. She urged the Council to take this message seriously and to assume its responsibility.
23 May 2012 09:37
Ralitsa Kovacheva #S&D MEP Elisa #Ferreira insisted the #FTT to be implemented as broad as possible, without exemptions and to be used as own resource in the EU budget.
23 May 2012 09:41
Ralitsa Kovacheva #ALDE MEP Wolf Klinz said that since there was no way to overcome the British veto, countries would go towards enhanced cooperation, which was not enough. We need to ensure that the #FTT is introduced at least in the euro area, he insisted. It is not yet decided what portion of the FTT revenue will to go to Brussels and what to the member states, and only when it is decided we can comment on what to use FTT revenues, MEP said.

23 May 2012 10:19
Ralitsa Kovacheva #ALDE MEP Olle Schmidt: #FTT will harm economic development, growth and employment. It is also not sure what revenues it will bring. In Sweden, we have introduced such a tax, and the result was that many financial institutions have moved to London.
23 May 2012 10:23
Ralitsa Kovacheva #EPP MEP Alfredo Pallone: #FTT will be transferred to the final consumer, as often happens and it could reduce liquidity on the secondary market. To avoid speshtkulations ьnd stabilise markets, the FTT should be imposed across the EU as a first step and then globally.
23 May 2012 10:35
Ralitsa Kovacheva #ALDE MEP Carl Haglund: #FTT will harm economic growth, and this is the last thing we need. We need to think about smart taxes on the financial sector, but the proposal we are discussing is not such.
23 May 2012 10:45
Ralitsa Kovacheva #EPP MEP Diogo Feio: #FTT will distort the market and we cannot be sure if it would not increase the tax burden on those, which are not expected to pay it. Intentions in the proposal are good, but should be dressed in a proper form.
23 May 2012 10:48
Ralitsa Kovacheva It is noteworthy that members of the largest group in the #EP, that of the #EPP, are not united in their positions on #FTT. However, the socialists are completely unanimous in their support for the tax, as proposed in the report of their party fellow Anni Podimata.
23 May 2012 10:54
Ralitsa Kovacheva Bulgarian MEP Ivailo #Kalfin (S&D) disputed the thesis that the introduction of #FTT would increase the tax burden on taxpayers. They currently pay billions for bank recapitalisation and stabilization mechanisms, he recalled. If this tax is introduced, it will partly reduce the financial burden on citizens, because the revenues would go both to the European and national budgets.
23 May 2012 11:04
Ralitsa Kovacheva #EPP MEP Alain Lamassoure: #FTT will not harm the real economy, and given that there is a wide base and low rate, it will not lead to relocation of business. At the same time, it will help us to finance the common European objectives and will relax national budgets.

Adelina Marini #FAC #Mogherini on #QMV: We never never in these almost 4 years had a problem with unanimity. I don't exclude in the future this to become a problem but now even on defence we decide with unanimity, even with UK still in. What I can indicate as a problem is the problem of inconsistency. On other issues, yes, indeed
