Adelina Marini #ECON French MEP from EPP Jean-Paul Gauzes objected to Noonan telling him that he did not imagine how close an agreement on two-pack was since the negotiations are in a stalemate. Noonan regretted that and promised he will do everything possible to achieve a compromise. He added that Barroso called for flexibility.

Adelina Marini #ECON Arlene McCarthy raised the issue for gender equality, to which Michael Noonan said that was a serious problem which needed to be prioritised. He said that Ireland recently changed its electoral legislation to envisage reduction of funding for political parties that do not meet the female quotas.

Adelina Marini Criticism is getting more frequent that the Irish Presidency #eu2013ie is backing off from some priorities on which Cyprus advanced. Michael Noonan reiterated several times that the presidency is only a mediator and cannot impose any positions.

Adelina Marini Diogo Feio from the EPP asked Noonan what he thought about the bailout countries to receive compensations when they implement all the conditions in their memoranda of understanding (the adjustment programmes). The Irish finance minister explained that it is indeed tough for the countries and people of bailout countries because their incomes fall, the standard of living falls, unemployment grows, as well as retirement age. But those who endure would ensure prosperity. At the moment options are considered for "compensations" but they are more or less directed toward debt sustainability and not in the form of injections. The solution is restoring growth, he concluded.

#EUCO This afternoon, in Brussels, will begin the last EU summit this year. It will be the first that will work on Donald Tusk's Leaders' Agenda (details in the link below). In his agenda two topics are planned for the December European Council - migration and the future of the EMU. Both have already created strong tensions between Tusk and the Commission after the European Council president came up with documents of his own, which are much more reduced than those of the Commission, and reactions in the building across the street were furious. The leaders will mark the launch by 25 member states of PESCO at a special ceremony today. Leaders will be joined by NATO secretary general to discuss EU-NATO cooperation. Leaders are also expected to extend sanctions against Russia after hearing a report by Angela Merkel and Emmanuel Macron on the implementation of the Minsk agreements. Progress on the Brexit negotiations will be discussed on Friday. This is one of the toxic issues on the agenda.
