Today the prime ministers of #Bulgaria and #Romania are in Brussels, Boyko Borissov and Victor Ponta. According to a press release from the Council of Ministers, Mr Borissov will present in Brussels the level of EU funds absorption and will inform about the emitted bonds, amounting to 950 mn euros. The premiers of the two countries are in Brussels days before the expected publication by the Commission of the annual reports under the Control and Verification Mechanism, with which the two countries were accepted under conditionality in the EU in 2007. This year the Commission promised that it will come up with a five-year summarising report and guidelines how monitoring should continue on the slow reforms process in the area of justice in the two member states. According to the agenda of the audiovisual service of the Commission, no statements are planned after the meetings of Mr Borissov with Jose Manuel Barroso and Herman Van Rompuy. Romania's premier is in Brussels for other reasons as well. His country has been warned to respect its Constitution and rule of law after they were overrode a few days ago when the Constitutional Court ruled that President Traian Basescu should represent the country at the EU 28-29 June summit but Victor Ponta ignored the ruling and went on his own for the meeting. He later threatened to replace the judges. In the evening he is expected to meet the media in Brussels together with European Parliament President Martin Schulz.

Adelina Marini Victor #Ponta stated firmly that he personally and his government, as well as the parliamentary majority, are determined to prove that Romania has democratic institutions. Except the rule of law, Romania will stick to the structural reforms, he added.

Ralitsa Kovacheva Reports on #Bulgaria and #Romania under the Cooperation and Verification Mechanism in the field of justice and home affairs will be adopted by the EC on 18 July, European Commission President Jose Manuel Barroso told Bulgarian Prime Minister Boyko Borissov during their meeting in Brussels yesterday. According to the EC`s press release, PM Borissov has updated President Barroso on the recent developments in Bulgaria on judicial reform and the fight against corruption and organised crime. Mr Barroso, in turn, has promised that each country would be treated on its own merits and the reports would be fair and objective.

Today is a #Eurogroup day. The euro area finance ministers will meet in their usual format and in an expanded format. In the usual format they will discuss the #Greece bailout, the establishment of a European Monetary Fund and the nominations for Vice President of the ECB to replace outgoing Vitor Constancio.
