At 20.00 CET begins the big battle for #MFF 2014-2020, when the EU leaders will sit at the negotiating table to try and agree how big the EU budget should be, the sums for which policies should be reduced and with how much, the rebates of which countries should be cut or even removed, and which regions to get more and easily EU funds. The summit is of great importance because unless a deal is reached now, it is unlikely to be reached by the end of the year, which means a bad signal for the EU capacity to agree. The president of the European Council, Herman Van Rompuy, wrote in his letter to the 27 EU leaders and Croatia that for now there is no agenda for Friday, and Alexander Stubb, Finland's minister for EU affairs, wondered on Twitter whether 4 shirts would be enough. A long marathon of negotiations is to come and probably the summit will last until the early hours of Friday morning. euinside will follow live all the important news from the summit.

Among the first were the prime minsters of Britain, Luxembourg, Latvia, Belgium, the Czech Republic, Malta, Romania. On his way into the council building, PM David Cameron, whose participation is key, said that he was not happy with the latest MFF proposal by Herman Van Rompuy. He added that for Britain it would be essential to keep its rebate.

Adelina Marini #MFF #Ireland's priority will be to keep as mush as possible its 1.7 billion euros share for agriculture after Herman Van Rompuy proposed the money for agriculture to be cut by 25 billion euros, The Irish Times reports.

Adelina Marini #MFF A spokesperson for the British Prime Minister said that David Cameron's meeting with Herman Van Rompuy and Jose Manuel Barroso (the first of all bilaterals with the 27 leaders and Croatia) lasted 30-35 minutes. Mr Cameron said that Mr Rompuy's proposal for the budget was a step in the right direction but that more spending could be cut. Cameron also thinks the British rebate is still justified and has to remain.

Adelina Marini #Croatia's PM Zoran Milanovic said entering the Council building in Brussels that at this stage Croatia is fully satisfied with the #MFF because it will be getting more than it used to. A major priority for Zagreb in the negotiations will be to defend the right for n+3, which means to have 3 years to absorb funds for a project, as did all previous newcomers (now it is proposed to be n+2). According to Milanovic, the country has a chance to get a concession on that. He also said that he did not entirely side with the Friends of Cohesion group but had some points of solidarity with them.

Adelina Marini #MFF #Sweden's PM Fredrik Reinfeldt said the position of Sweden was pretty close to that of Britain. To persistent journalistic questions to what extent the position of the nine net contributors were close, he said that every country had its own net position. Sweden wants a modern budget, focused on enhancing competitiveness, Mr Reinfeldt added.

Currently 5 member states have rebates for contributing more to the EU budget than getting back and Sweden is among them. Adelina Marini After last night the #euco negotiations on #MFF 2014-2020 of the EU ended around midnight without an agreement, but with the aim to continue at midday on Friday, the EU leaders are now gathering for the second round of talks. French President Francois Hollande refused to speak to journalists, but British PM David Cameron confirmed his refusal for concession. He said that it was not the time for tinkering and moving sums from one place to another. Significant cuts have to be made the way they are made at home. Herman Van Rompuy's latest proposal, according to media, is keeping the overall amount of the budget at 973 billion euros, cutting spending from some policies to add to others. Thus, the Common Agricultural Policy is given additional 8 billion euros (including fisheries) and Cohesion Policy got additional 2 billion euros. In order to add to those was reduced from the budget of Barroso's favourite infant - the Connecting Europe Facility. The external action spending is also cut.

She did not say with how much, but stated that "at least further down". Adelina Marini #euco Unofficial information coming from the negotiations on #MFF 2014-2020 create a feeling of a deja vu. The leaders are closed for 3 hours now negotiating. No news conferences are planned for the day which could be interpreted as a possibility the negotiations to continue until a deal is reached or, also, everything is subject to change. Spanish daily El Pais quotes sources from the Spanish government saying that Spain, France and Ireland have united in a front demanding more increases of the money for the Common Agricultural Policy (CAP). Herman Van Rompuy proposed last night an increase of the CAP by 8 billion euros, taking the money from external action and the Connecting Europe Facility. According to the newspaper, however, the three countries want 6 billion more. This brings the negotiations back to 2005 when the CAP was at the centre of the negotiations, but the main battle was between Britain and France (as the tradition goes). Yesterday, Irish PM Enda Kenny said that for his country the money for agriculture was of essence. Francois Hollande also said that CAP was one of the fundamentals of the French position. The money for farmers is 1 of the three elements of the Bulgarian position as well, as Foreign Minster Nickolay Mladenov said yesterday.

Adelina Marini Here are the first reactions from the failed #euco. The leader of the group of liberals in the European Parliament, Guy Verhofstadt, defined the negotiations on the MFF 2014-2020 as a "Turkish bazaar", "with more symbolic than financial value". "Let's be honest, the entire annual budget of the European Union at present is only €140 billion, compared to €6,300 billion combined budgets of the Member States. The sums being fought over in Brussels today are tiny in comparison to what Member States spend back home on their public administrations. It is like a Turkish bazaar where bartering is part of the game and the financial consequence is pretty negligible but everyone needs to come away feeling they got a good deal", a statement from Mr Verhofstadt reads.

He and Jose Manuel Barroso are given a mandate to prepare a new proposal and to hold a new round of consultations.

The negotiations are so complex that they require two stages, Rompuy added and recalled 2005 when the first round of negotiations under Jean-Claude Juncker failed (Luxembourg held the rotation EU presidency in 2005) and were completed under the leadership of Tony Blair (Britain held the presidency in the second half of 2005).

Adelina Marini #euco To a question by Reuters why he did not cut additionally the overall sum, Herman Van Rompuy said that with his proposal he already made a significant cut by 80 billion euros. Moreover, he explained, compared to budget 2007-2013 for 27 member states, the proposal for 2014-2020 is reduced by 20 billion euros or 2%.

Adelina Marini According to one of the two European Parliament rapporteurs on #MFF 2014-2020, Ivailo Kalfin (S&D, Bulgaria), "the break-up of the negotiations is a bad news because the EU leaders have proved again that they cannot agree on important for the Union issues. The national egoism of some countries prevailed over the common interest and in this sense it is better that the summit ended without an outcome, rather than an agreement to have been reached for a bad budget". Mr Kalfin believes that the Herman Van Rompuy's latest proposal is bad for Bulgaria because it foresees additional cuts of the ceiling for the Cohesion Fund, complicating the conditions for absorbing money, cutting the money for competitiveness, for research and students exchange, reducing the funds for migration policy. The only plus Mr Kalfin sees is the increase of the compensation for the closure of 4 reactors of the Kozloduy nuclear power plant from 185 million in the previous proposal to 260 million, which however is almost half down from what Bulgaria wants - 450 million euros.
