#ECON At 1400 CET begins another hearing of Eurogroup chief @J_Dijsselbloem in the economic affairs committee in the European Parliament. The topic is the financial assistance for Cyprus. The MEPs invited the Dutch finance minster for a second hearing to explain how it came to the bailout of Cyprus, why shocking decisions were undertaken and later withdrawn and whether this really is the right recipe for Cyprus. Stay tuned for live coverage
7 May 2013 13:40
Adelina Marini #Cyprus A long list of tough questions has prepared the #ECON committee in the European Parliament, among which why was the situation left to deteriorate as much in Cyprus, were there secret agreements, what was Russia's participation, what lessons had been learnt from previous crises (Greece, Ireland, Iceland), etc. A really tense hearing is looming up. Here's to mention that tomorrow the committee will hear part of the troika - EC and ECB. Won't be any lighter
7 May 2013 14:14
Adelina Marini Jeroen Dijsselbloem continues to insist that the deal on #Cyprus still is the best that could have been achieved both for Cyprus and the EU given the circumstances.

Adelina Marini The two banks in #Cyprus had already huge problems when serious negotiations started with the new government of the country, answered the Eurogroup chief to the question why the Cypriot crisis was left to boil for so long
7 May 2013 14:23
Adelina Marini #Cyprus Throughout the entire process there were talks with the Russians. In general they said they would look into the loan. The entire issue began in 2011 and one of the reasons why we could not start negotiations back then was that Cyprus got into a deal with Russia. This bought them time and postponed the inevitable reforms programme, the Dutch financial minister explained.
7 May 2013 14:27
Adelina Marini If someone is responsible about something, that would be me as a #Eurogroup chief, said Dijsselbloem to the question which members of the Eurogroup what position defended.
7 May 2013 14:30
Adelina Marini #Cyprus Capital controls are in line with the EU legislation and it's up to the Cypriot government and the central bank to decide when to lif them, Dijsselbloem explained.
7 May 2013 14:32
Adelina Marini #Cyprus You are destroying the image of the #EU with such decisions that cause collateral damage, said Jean-Paul Gauzes, member of the economic committee of the European Parliament from the EPP group (France)
7 May 2013 14:34
Adelina Marini The question you pose is much broader than the #Cyprus case. Confidence in the EU and its capabilities is much broader than the situation in Cyprus, Dijsselbloem answered. He admitted that the situation must have been explained better. We couldn't transfer the burden on the government, we couldn't transfer it on the ESM. Another solution was to levy all the deposits. In the end, the burden was put on those investors and uninsured depositors in the two banks where the biggest risks were concentrated.
7 May 2013 14:38
Adelina Marini #Cyprus Capital controls are indeed unpleasant and for certain hamper capital flows, but in the case of Cyprus they were inevitable, Dijsselbloem said
7 May 2013 14:44
Adelina Marini You are brave, said French MEP from the ALDE group Sylvie Goulard, and you shouldn't take all the blame.
7 May 2013 14:46
Adelina Marini It's amazing how the MEPs behave as if they hold the entire parliamentary power in the EU, but the Eurogroup chief does not possess the powers to respond to such expectations
7 May 2013 14:48
Adelina Marini One of our systemic problems is in the banking system. This is a threat for economic growth and jobs. You're asking me what I'm doing? For me priorities are the creation of possibiltiies for the SMEs, Dijsselbloem said
7 May 2013 14:51
Adelina Marini The #Eurogroup strategy doesn't consist of #austerity only. We are also working on structural reforms to make our economies more competitive, and on repairing our financial systems which are rather a risk than an asset. All member states have to deliver on all the three elements, said the Dutch finance minister responding to the question about the austerity debate. It took almost an hour from the hearing the issue to be raised
7 May 2013 14:55
Adelina Marini One Dutch king is plenty. I'm no king of the #Eurogroup, said Dijsselbloem reposnding to Sven Giegold's insistence (Greens, Germany) to be revealed the positions of the members of the Eurogroup on the Cypriot programme
7 May 2013 15:00
Adelina Marini #Eurogroup If we want to keep our social model and in the same time be competitive, we should do reforms, said DIjsselbloem. What should those reforms be depends on the various coountries, but what's common is that all need reforms of the pension system, the labour market, the housing market, the financial system
7 May 2013 15:08
Adelina Marini Insured deposits up to 100 000 euros will not be touched, reassured the Dutch finance minister, pointing out that the issue is being dealt with within the resolution and recovery directive. That directive will give more clarity on how to approach situations like in Cyprus.
7 May 2013 15:15
Adelina Marini #Portugal is not in an uneven position compared to other member states, it also got something last month (an extension toi pay back troika loans), but I believe every country should be approached according to its national specifics, Dijsselboem said
7 May 2013 15:16
Adelina Marini Debt has to be sustainable and this is why we didn't bail #Cyprus entirely out. This would have bubbled the government debt enormously and the country wouldn't have been able to clear that debt and bring it down to sustainable levels in decades, Dijsselbloem said
7 May 2013 15:22
Adelina Marini Will all countries be able to stick to their commitments to guarantee the national deposists is a reason for concern, which is why work is needed on a pan-European deposit guarantee scheme, Dijsselbloem said

7 May 2013 15:36
Adelina Marini A possible #eurozone budget should not be used to deal with structural problems. The #Cyprus crisis was directly caused by a system which was not healthy and sustainable from the very beginning, Dijsselbloem said

Adelina Marini The second hearing of Jeroen #Dijsselbloem in the #ECON committee in the Europarliament has just ended. The MEPs are not happy with the persistent refusal by the Dutch finance minister to reveal details from the negotiations in the Eurogroup on the programme for Cyprus - which countries what positions defended. They believe it's a wrong policy to make decisions in the dark. The next hearing of Mr Dijsselbloem is planned for September 5th

Adelina Marini #FAC #Mogherini on #QMV: We never never in these almost 4 years had a problem with unanimity. I don't exclude in the future this to become a problem but now even on defence we decide with unanimity, even with UK still in. What I can indicate as a problem is the problem of inconsistency. On other issues, yes, indeed
