The entire issue began in 2011 and one of the reasons why we could not start negotiations back then was that Cyprus got into a deal with Russia. This bought them time and postponed the inevitable reforms programme, the Dutch financial minister explained.

Adelina Marini The question you pose is much broader than the #Cyprus case. Confidence in the EU and its capabilities is much broader than the situation in Cyprus, Dijsselbloem answered. He admitted that the situation must have been explained better. We couldn't transfer the burden on the government, we couldn't transfer it on the ESM. Another solution was to levy all the deposits. In the end, the burden was put on those investors and uninsured depositors in the two banks where the biggest risks were concentrated.

The MEPs are not happy with the persistent refusal by the Dutch finance minister to reveal details from the negotiations in the Eurogroup on the programme for Cyprus - which countries what positions defended. They believe it's a wrong policy to make decisions in the dark. The next hearing of Mr Dijsselbloem is planned for September 5th

#EUCO This afternoon, in Brussels, will begin the last EU summit this year. It will be the first that will work on Donald Tusk's Leaders' Agenda (details in the link below). In his agenda two topics are planned for the December European Council - migration and the future of the EMU. Both have already created strong tensions between Tusk and the Commission after the European Council president came up with documents of his own, which are much more reduced than those of the Commission, and reactions in the building across the street were furious. The leaders will mark the launch by 25 member states of PESCO at a special ceremony today. Leaders will be joined by NATO secretary general to discuss EU-NATO cooperation. Leaders are also expected to extend sanctions against Russia after hearing a report by Angela Merkel and Emmanuel Macron on the implementation of the Minsk agreements. Progress on the Brexit negotiations will be discussed on Friday. This is one of the toxic issues on the agenda.
